First, launch Safari on your iPhone, iPad or iPod touch. Tap the X icon in the address bar to clear it and type about:blank. Tap Go.

Next, tap the Share icon then Add to Home Screen.

Now give the icon a name to help you identify it easier.

The icon appears on your home screen where you can move it to another folder or put on the Dock.

Now you can always launch Safari on your iDevice to a blank page. No jailbreaking required.
